James Di Napoli, a disabled Iraq War veteran, had his Social Security Number stolen as a child in California and allegedly sold to undocumented migrants, resulting in hundreds of thousands of dollars in fraud and causing him to become homeless. Despite seeking help, including reaching out to then-State Attorney General Kamala Harris in 2013, he received no substantial assistance. His case was further complicated by California’s sanctuary laws, such as the Trust Act (AB-4), which made it harder for local law enforcement to work with federal authorities on cases involving undocumented immigrants. Harris’s office has not yet responded to requests for comment.
