The Trump administration has introduced a 28-point peace proposal to end the Russia-Ukraine war, which includes major concessions from the Ukrainian side, including the surrender of territory and a significant reduction in the size of its army, according to several reports.
In an interview with Axios on Monday, Kirill Dmitriev, a top advisor to Russian President Vladimir Putin, revealed that he met with U.S. Special Envoy Steve Witkoff in Miami last month to draft a 28-point peace proposal.
According to Dmitriev, the peace proposal is not only meant to put an end to the war in Ukraine, “but also how to restore U.S.-Russia ties [and] address Russia’s security concerns.”
“It’s actually a much broader framework, basically saying, ‘How do we really bring, finally, lasting security to Europe, not just Ukraine?’” Dmitriev told Axios.
The proposal would grant Russia control over the Luhansk and Donetsk regions, despite Ukraine still controlling roughly 15% of the territory. However, the area would be deemed a demilitarized zone, preventing Russia from positioning troops there despite gaining control.
Ukraine would also be forced to dramatically reduce the size of its army, with some reports suggesting by as much as 50%, as well as give up certain long-range weapons systems that are capable of reaching into Russia.
In exchange, although NATO membership and joint European training in Ukraine are off the table, the United States would offer Ukraine a security guarantee to assist in the event of future Russian aggression.
“The president has been clear that it is time to stop the killing and make a deal to end the war. President Trump believes that there is a chance to end this senseless war if flexibility is shown,” a White House official told Axios.
The proposal was reportedly made without Ukrainian involvement, although Witkoff reportedly discussed the proposal with Rustem Umerov, an advisor to Ukrainian President Volodymyr Zelensky, according to a Ukrainian official speaking with Axios.
“We know the Americans are working on something,” the Ukrainian official stated.
Meanwhile, senior Pentagon officials have arrived in Ukraine to hold talks on ending the war, led by U.S. Army Secretary Dan Driscoll.
It is unclear whether the drafted peace proposal was discussed, although a Ukrainian official stated that the talks are centered around the military situation on the ground as well as a potential ceasefire.
Zelensky has repeatedly ruled out conceding territory to Russia, proclaiming that Ukraine “will not give Russia any awards for what it has done.”
Despite Zelensky and European opposition to concessions, a recent corruption scandal has weakened Ukraine’s positioning. Ukraine is also facing Russian advances on the battlefield, giving Russia a stronger position to negotiate from.
“One thing is clear,” former Ukrainian presidential foreign policy advisor Kostiantyn Yelisieiev told the New York Times. “Ukraine’s position right now is not strong, and this is seen not only inside the country but also by our partners, including the United States, and of course by the aggressor.”
