In call with Trump, China’s Xi urges restraint over North Korea

BEDMINSTER, N.J./BEIJING (Reuters) – China’s President Xi Jinping said there needs to be a peaceful resolution to the North Korean nuclear issue, and in a telephone call with U.S. President Donald Trump he urged all sides to avoid words or action that raise tensions.

Xi’s comments came hours after Trump warned North Korea that the U.S. military was “locked and loaded” as Pyongyang accused the U.S. leader of driving the Korean peninsula to the brink of nuclear war.

The Pentagon said the United States and South Korea would proceed as planned with a joint military exercise in 10 days, an action sure to further antagonize North Korea.

China’s foreign ministry said in a statement that Xi told Trump a peaceful resolution to the North Korean nuclear issue was essential, and urged calm.

“Concerned parties must exercise restraint and avoid remarks and actions that escalate tensions on the Korean peninsula,” it cited Xi as saying.

In their phone call, Trump and Xi “agreed North Korea must stop its provocative and escalatory behavior,” the White House said in a statement, and reiterated their mutual commitment to denuclearize the Korean peninsula. It added the relationship between Trump and Xi was “extremely close” and “will hopefully lead to a peaceful resolution of the North Korea problem.”

Trump, vacationing at his Bedminster, New Jersey, golf resort, earlier took to Twitter to warn North Korean leader Kim Jong Un that U.S. “military solutions are now fully in place, locked and loaded, should North Korea act unwisely”.

Again referring to Kim, Trump added, “If he utters one threat … or if he does anything with respect to Guam or any place else that’s an American territory or an American ally, he will truly regret it, and he will regret it fast.”

In remarks to reporters on Friday after a meeting with U.S. Secretary of State Rex Tillerson and U.S. Ambassador to the United Nations Nikki Haley, Trump said the situation with North Korea was “very dangerous and it will not continue”.

He added, “We will see what happens. We think that lots of good things could happen, and we could also have a bad solution.”

Despite the tough rhetoric, Trump insisted that “nobody loves a peaceful solution better than President Trump.”

South Korea’s presidential Blue House said in a statement on Saturday the United States and China were working to resolve the North Korea crisis, and it hoped the two leaders’ phone call “will be able to resolve the peak of tension and act as a catalyst for the situation to move on to a new dimension.”

TRUMP TO GUAM: “YOU’RE SAFE”

Guam, the Pacific island that is a U.S. territory and home to a U.S. air base, a Navy installation, a Coast Guard group and around 6,000 U.S. military personnel, posted emergency guidelines on Friday to help residents prepare for any potential nuclear attack.

North Korean state news agency KCNA said on Thursday the North Korean army would complete plans in mid-August to fire four intermediate-range missiles over Japan to land in the sea 18 to 25 miles (30 to 40 km) from Guam.

Japan’s government decided to deploy its Patriot missile defense system to four locations in the west of the country, media reported. No one at Japan’s defense ministry was available to comment on Saturday.

The governor of Guam, Eddie Baza Calvo, posted a video on Facebook of himself speaking with Trump. “We are with you a thousand percent. You are safe,” Trump told Calvo.

Washington wants to stop Pyongyang from developing nuclear missiles that could hit the United States. North Korea sees its nuclear arsenal as protection against the United States and its partners in Asia.

Trump said he was considering additional sanctions on North Korea, adding these would be “very strong.” He gave no details and did not make clear whether he meant unilateral or multilateral sanctions.

U.S. officials have said new U.S. steps targeting Chinese banks and firms doing business with Pyongyang are in the works, but these have appeared to be put on hold to give Beijing time to show it is serious about enforcing new U.N. sanctions.

BACK CHANNELS

Trump said he did not want to talk about diplomatic “back channels” with North Korea after U.S. media reports that Joseph Yun, the U.S. envoy for North Korea policy, had engaged in diplomacy for several months with Pak Song Il, a senior diplomat at Pyongyang’s U.N. mission, on the deteriorating ties and the issue of Americans imprisoned in North Korea.

But Daniel Russel, until April the top U.S. diplomat for East Asia, said this so-called New York channel had been a relatively commonplace means of communication with North Korea over the years, and was not a forum for negotiation.

“It’s never been a vehicle for negotiations and this doesn’t constitute substantive U.S.-DPRK dialogue,” he said, using the acronym for North Korea’s formal name, Democratic People’s Republic of Korea.

Both Moscow and Berlin expressed alarm over the rise in rhetoric over North Korea, and Russian Foreign Minister Sergei Lavrov urged Pyongyang and Washington to sign up to a joint Russian-Chinese plan by which North Korea would freeze missile tests and the United States and South Korea would impose a moratorium on large-scale military exercises. Neither the United States nor North Korea has embraced the plan.

German Chancellor Angela Merkel said there is no military solution, adding that “an escalation of the rhetoric is the wrong answer.”

The French presidency said North Korea was engaged in a “dangerous escalation” of tensions.

President Emmanuel Macron “calls for all parties to act responsibly and prevent any further escalation in tensions,” the Elysee palace said in a statement.

Trump and Macron spoke on Saturday. The White House said Trump reiterated the U.S. commitment to stop the “North Korean nuclear menace” and said Washington was ready with diplomatic, economic and military measures.

British Foreign Secretary Boris Johnson said blame for problems lay with North Korea, and that the international community was “shoulder to shoulder” in efforts to stop North Korean aggression.

“We are working with the US and our partners in the region to bring this crisis to a diplomatic end,” he tweeted.

As the rhetoric has ratcheted up, South Koreans are buying more ready-to-eat meals for emergency use, and the government aims to expand nationwide civil defense drills planned for Aug. 23. Hundreds of thousands of troops and huge arsenals are arrayed on both sides of the tense demilitarized zone between the two Koreas.

    Excercises: The US and south Koreans have been conducting these excercises since long before I was stationed there in 1982. Never have they been a threat to North Korea and are not now. The North Korean leadership is paranoid and still smarting from the results of the Korean conflict in the 1950’s. Their attitude is all about saving face at the cost of losing their ass. Trumps comments are the only kind of language they do understand.

    IF, God forbid, there ever is a nuclear exchange (even a so-called “limited” one, if that is even possible) once the “genie is out of the bottle” it’s all bets off. The vast destruction done and the years upon years of sickness and suffering to follow may shortly cause those surviving to envy those already dead. In the end, no one is really going to win, because who wants to own a radioactive parking lot? Would be like trying to live in a huge microwave, only worse. Even areas not directly affected in the blast area will be racked by breakdowns in law and order, and all other public services. Hospitals will be totally overrun and police completely overwhelmed. Not to mention rampant looting, pillaging, rape, murder, and who knows what else. Experts say that at any given time the grocery stores only have about a month’s worth of food on hand, and with refrigeration and electricity gone, probably less. Once the food is gone, then the survivors will quickly find out how normal everyday citizens soon become worse than animals, just to stay alive and have something to eat. Not a pretty picture from any perspective. And all of this and worse just because some nut wants to pound his chest and brag how badass he is? Hardly worth it.

    If NK did test fire its missiles and they landed 30-40km from the coast of Guam how easy would it be for officials to lie and say that the missiles landed in Guam’s territorial waters. A missile that lands in Guam’s territorial waters would be a de facto attack on Guam and pretext for a resumption of ‘hot’ war with Korea. Since the US and NK agreed to a truce and not a peace treaty in 1953 that means that we are still officially at war with NK and do not need the approval of Congress to resume ‘hot’ military action.

North Korean trade is a drop in the bucket for China in terms of trade percentage so why was it so important to keep trade with North Korea even under western scrutiny and threats? Very Simple they have an ideological bond as they have shared since Mao Zedong. Their ideology is diametrically opposed to the that of the US and yet Nixon saw it fit to “open the door” with China whilst Neocons and their corporate funders laugh all the way to the bank! In 1994, President “depends on what the definition of is is” Slick Willy Clinton was ready to confront NoKo over the CIA reporting NoKo was working on building their very own nuke warheads. Additionally, NoKo was saber rattling, threatening Japan and SoKo and had blocked international inspectors certifying NoKo’s compliance with the Nuclear Nonproliferation Treaty. What to do?

    The former Worst President Ever and self-appointed global peacemaker, Jimmy Carter flew off to Pyongyang and negotiated a deal that gave NoKo two new reactors and $5 billion in aid if they would promise, cross their hearts and hope to die, to quit trying to make nuke warheads. Carter had apparently not read the Art of the Deal. NoKo said sure, we make no nukie, you bet, white eyes.

    Democrat icon B. J. Clinton called the accord “an end to the threat of nuclear proliferation on the Korean Peninsula” and Jimmah Carter wound up winning the Nobel Peace Prize for his highly questionable efforts.

    In 2002, the NoKo actually confessed they were violating the accord on Day One and four years later in 2006, Pyongyang lit off its first nuke.

    So we should thank Democrats Jimmy the peanut farmer and Billy Bob Clinton for our current situation. North Korea wouldn’t have gotten nukes without their brilliant leadership.

    If North Korea really has produced a compact nuclear warhead that can be put inside a missile they can use to hit the US, I do not see what choice Trump has but military action. This is no longer a matter for UN resolutions or other diplomacy. Right now, it’s likely they only have a couple of alpha or beta-test units. Trump has to hit NK BEFORE they can perfect and mass-produce them. If there is a way to protect Seoul by using MOABs on the artillery pointed at it, do that as well. But his ‘America First’ policy must govern, and this is his first REAL test of it

          You may be correct but, I think those goods would have end pricing that would come to more than 20%. I have bought products made in the USA from materials available in the USA that are closer to 40% + over similar foreign made goods. But the advantage of dealing with state side manufacturers, to me, is worth the extra, providing you can afford it. There is where the problem lies.
          Of course if it is necessary to cut China’s imports, if sanctions are called for, I believe most Patriots would be able to stand the strain.

I took her up on it and looked at everything in my ‘Western Cowboy’ decorated home. I found two things that were NOT made in China or imported, a leather sofa and a fur coat made in Italy! I was astounded!! I don’t believe for a minute that Americans have any idea exactly how dependent we have become on Chinese products!! America was sold out from under us, folks, making our ENEMY rich and powerful on the backs of American citizens! Never, ever trust China! It is imperative that we bring back American manufacturing and become SELF SUFFICENT again instead of feeding our enemies! No more American flags with “Made in China” labels!!           Problem is that Bush, Obama, etc have let our industries move wholesale to China. Many important supply chains for critical materials and products are now, for all practical purposes, completely gone from the US. Electronics (high tech weapons need this) is one big area where this is true. This is one reason why Prez Trump is trying to rebuild American industry. Not only that, look how Obama (with Congress as accomplices) let our military deteriorate by starving it of resources.

          North Korea is, by and large, already “shut down”. If action is needed and taken, someone will need to go in there on foot to help the PEOPLE of North Korea. Of course we will have to look for leaders who are on the run, shoot them like the dogs they are, but again, that is ground action. Rebuilding, restructuring, etc. again is ground work. Yes, South Korea can send in troops but they will not be able to accomplish all that needs to be done by themselves. In this case, several hundred thousand Communist Chinese Military Members could move South with Xi Xi Pooh playing savior. Having gotten rid of little fat man, do we really want to turn that poor country over to the Communist Chinese? No, of course not, we would want North and South Korea to come together. Takes troops, not missiles, cannon nor aircraft.
